Holcroft Moss Planning Obligations SPD: Joint Supplementary Planning Document

On behalf of, and in conjunction with, the Places for Everyone (PfE) Plan local planning authorities (Bolton, Bury, Manchester, Oldham, Rochdale, Salford, Tameside, Trafford and Wigan), the GMCA is co-ordinating the production of the Holcroft Moss Planning Obligations SPD.

This SPD seeks to provide further guidance on how criterion 17 (in particular) of Policy JP-C8 of the PfE Plan will be implemented. Criterion 17 seeks to ensure new development, where Transport Assessment identifies significant increases in traffic along the M62, does not have an adverse air quality impact on the protected habitats and species of Holcroft Moss, which is within the Manchester Mosses Special Area of Conservation (SAC). 

The SPD will be a material consideration in making planning decisions and in doing so sets out the financial contributions that may be payable through S106 agreements when planning decisions are made. 

Consultation

Greater Manchester Combined Authority (GMCA) is now consulting on the Holcroft Moss Planning Obligations SPD which will apply across the whole of the Places for Everyone Plan (PfE) area (excluding that part of Oldham within the Peak District National Park).

What the Holcroft Moss SPD contains?

Through the Habitats Regulation Assessment (HRA) process in support of the PfE Plan, Holcroft Moss has been identified as being at risk of harm from increased air pollution cause by traffic. Therefore, there is a need for the delivery of long-term ecological resilience works, involving hydrological restoration measures to benefit Holcroft Moss, to mitigate against this harm.

This SPD states what the estimated environmental impact is going to be, how much it will cost to mitigate this impact, how it will be managed and monitored, who is responsible for this management and monitoring, how it will be enforced, and how it will be reported.

Why is Consultation being carried out?

Consultation is required by law when SPDs are being prepared and provides a public opportunity for people to confirm whether they support it and consider the SPD is clear and effective as planning guidance. The aims of the SPD are to ensure that:

  • Advice is consistent with the latest Government regulations and associated Planning Practice Guidance;
  • New developments comply with the provisions of the recently adopted PfE Plan;
  • It provides a robust basis upon which the nine PfE authorities can secure contributions from developers to ensure that the impacts of schemes on Holcroft Moss are appropriately mitigated; and
  • Provides clear advice to developers as to what is expected in applications to ensure an efficient process for consultation and determination.
