The Local Development Scheme is a project plan that explains the production and timetable for local plan documents. The latest LDS incorporates the changes that result from the move from production of the Greater Manchester Spatial Framework (GMSF) to a joint development plan document for 9 GM districts, excluding Stockport, now entitled “Places for Everyone” (PfE).

The Statement of Community Involvement sets out how we will involve you in planning responsibilities. The current SCI came into effect in July 2022 following consultation and review during autumn 2021. The review ensures that the SCI refers to up to date planning legislation and sets out clearly the council’s current processes for determining planning applications and consistency with the scheme of delegation. In addition, it also refers more clearly to production of the “Places for Everyone” Plan and neighbourhood planning processes.

The Government have introduced a housing delivery test and if delivery of housing is less than 95% of the target in their area, then the council must prepare a Housing Delivery Test Action Plan. The Action Plan highlights the root causes of under-delivery of housing in Bolton. The Action Plan aims to take a practical approach to housing delivery, by focusing on effective measures to improve delivery through evidence-based research.
