Bolton Council has successfully secured a community service order in court against a prolific flytipper, meaning he will now have to clean up dumped rubbish and waste from around the borough as part of his punishment.

Thomas Shannon pleaded guilty to flytipping between 20 and 25 black bags on Captain Street car park in Horwich in December 2016.

As this was his second flytipping offence, he was given a community order for twelve months and must carry out 60 hours unpaid work with community payback teams across Bolton. He was also ordered to pay costs of £400 and £85 victim surcharge.

The council also took four other residents to court for dumping back street waste, as part of its continued crack down on antisocial and inconsiderate flytipping.

Matthew Nathan Williams attended and pleaded guilty to dumping back street waste and was fined £80, costs of £110 and £30 victim surcharge.

Daniel Luke McKay attended and pleaded guilty to dumping back street waste and was fined £40, £40 costs and £30 victim surcharge.

Kyle Clements also attended and pleaded guilty of dumping back street waste and was fined £40, costs of £85 and victim surcharge of £30.

Szilvia Kolompar did not attend but was found guilty in absence of dumping back street waste and was fined £220, £230 costs plus £30 victim surcharge.

Bolton Council’s Executive Cabinet Member for Environmental Services, Councillor Nick Peel, said: “Bolton residents should be in no doubt that the council will always aim to prosecute those guilty of enviro-crimes like fly-tipping, and we are pleased that the court has issued not only a fine but also a community service order.

“There is never an excuse for this sort of behaviour, and the fact that this is a repeat offence of fly tipping by Mr Shannon has been reflected in the sentence. Anti-social people who fly tip show a complete disregard for the people of Bolton.

“I would encourage all residents to report fly-tips into the council and any other information that will help us identify the culprits.”

Flytipping can be reported on the council’s website and more information is available at http://www.bolton.gov.uk/flytipping.
