The council have committed to a number of charters and standards which enable us to provide the best possible working environment for all Bolton Council staff. It’s important for our staff and community to know the commitments of the organisation.
GM Inclusion Standards
There are nine GM Inclusion Standards which were launched on 01 October 2024. These standards have been co-designed by the ten Greater Manchester local authorities, Greater Manchester Combined Authority (GMCA) / Greater Manchester Fire & Rescue Service (GMFRS), Transport for Greater Manchester (TfGM) and the Growth Company.
The standards are linked to the GM Race Equality Framework and supported by the Greater Manchester Good Employment Charter to create a workplace where all people feel they belong and are appreciated.

GM Race Equality Framework
In 2020 Greater Manchester Independent Inequalities Commission identified structural racism as a top priority for any serious agenda to tackle inequality. All political leaders and Chief Executive Officers from the ten local authorities have signed a commitment to embed the framework within their organisations and deliver on its key performance indicators.
The five overarching themes of the GM Race Framework include:
- Clear and effective leadership
- Accountability
- Commitment and resources
- Performance measures
- Workforce (removing barriers)
Good Employment Charter
Bolton Council are a proud member of the Good Employment Charter as of 2023. Members of the charter have put their commitment to good employment into action within their organisations and advocate for other businesses across GM to get involved.

Disability Confident
Bolton Council is a Disability Confident Employer and working towards achieving Disability Confident Leader. At Bolton, it’s important we make our workforce an inclusive and supportive environment by supporting our disabled staff, customers and community.

Armed Forces Covenant Employer Recognition Scheme - Silver Award
Strive to achieve the Armed Forces Covenant Employer Recognition Scheme Gold Award is a key priority for Bolton Council to support the Armed Forces employees and community of Bolton. We continue to advocate the scheme to other businesses across Bolton and GM to sign the covenant.

Bee Seen Get Screened
Bolton Council has taken the Bee Seen Get Screened pledge, allowing paid time off during working hours to attend NHS cancer screening appointments. This includes bowel screening, cervical smears and mammograms.
Dying to Work Charter
The Dying to Work Charter support terminally ill employees in employment. Bolton Council signed the Dying to Work Charter on 4 September 2017.

Employer Supported Policing
Employer Supported Policing (ESP) is a partnership between employers, their staff and the police service. All Bolton Council employees are entitled to three days (pro-rata) paid volunteer leave a year to support and benefit the community of Bolton. Bolton Council supports employees with time off to volunteer as a Special Constable and/or Police Support Volunteer using the volunteering leave.
Workforce Race Equality Standards (WRES) - Social Care
Social Care WRES is an equality improvement programme for the adults social care workforce with a framework that draws on clear improvement methodology. It provides information used by local authorities to create action plans to address what has emerged and supports implementation of sustainable and measurable goals. Bolton Council is currently piloting the programme within Adult Services.
