Special educational needs and disabilities

We provide travel assistance for children and young people aged 0-25 with special educational needs and disabilities (SEND) to help them travel from home to school or college.

Assessment process:

  • Individual assessments will determine the most appropriate support based on the child's needs.
  • If Bolton Council approves a travel solution, it will be safe, cost-effective, and tailored to the child's specific needs, while considering the best use of the Council’s resources.


Travel solutions available:

  • Travel Pass: A free pass for public transport, which may also be provided for a parent/carer or travel buddy (e.g., relative, sibling, or peer) to support the child.
  • Personal Travel Budget (PTB):  A payment to a parent/carer to arrange home-to-school travel. More details are available in the PTB information booklet.
  • Supported Public Transport:  If a pupil can travel on public transport with some assistance but the parent/carer cannot accompany them, Bolton Council may provide a Travel Assistant.
  • Multiple Pick-Up Vehicles:  Young people will travel together in specially adapted vehicles.
