Greater Manchester Combined Authority (GMCA) are now consulting on the Holcroft Moss Planning Obligations SPD
The Holcroft Moss Planning Obligations SPDs has now begun its six-week consultation phase. These SPDs are to support criterion 17 of Policy JP-C8 of the Places for Everyone (PfE) which ensures that any new developments do not have an adverse impact on the protected habitats and species of Holcroft Moss.
The function of this consultation is to ensure that purpose of the SPD is clear and apparent throughout. The purposes of the SPD are:
- Advice is consistent with the latest Government regulations and associated Planning Practice Guidance;
- New developments are consistent with the provisions of the recently adopted PfE Plan;
- Provide a robust basis upon which the nine PfE authorities can secure contributions from developers to ensure that the impacts of schemes on Holcroft Moss are appropriately mitigated; and
- Provide clear advice to developers as to what is expected in applications to ensure an efficient process for consultation and determination.
What does the Holcroft Moss Planning Obligations SPDs contain?
Through the Habitats Regulation Assessment (HRA) process in support of the PfE Plan, Holcroft Moss has been identified as being at risk of harm from increased air pollution cause by traffic. Therefore, there is a need for the delivery of long-term ecological resilience works, involving hydrological restoration measures to benefit Holcroft Moss, to mitigate against this harm.
This SPD states what the estimated environmental impact is going to be, how much it will cost to mitigate this impact, how it will be managed and monitored, who is responsible for this management and monitoring, how it will be enforced, and how it will be reported.

Following the consultation period, we will consider all comments received and where appropriate changes may be made. The revised SPD will then require approval by each of the PfE authorities in Greater Manchester including Bolton Council.
