The first and only female Chairman of Blackrod Urban District Council.

First female Mayor of Blackrod.

Born Constance Mary Settle.

She left school at 14 and worked in a mill.

During the Second World War she worked in local voluntary services, receiving a Certificate of Honour from the Secretary of State for Air for her work with the WVS.

In 1947 she began work as a fee collector and later receptionist with Unsworth Family Medical Practitioners, retiring in 1974.

Represented North Ward from 1967. Retired form Blackrod Council in 1987.

She helped set up the Blackrod over 60s Group and was a volunteer for Meals on Wheels.

She was also a great charity fundraiser, working for the NSPCC, kidney research, old people's welfare and portable telephones for local hospitals.

In 1997 she was presented with a Service Award to the Local Community from the then Prime Minister, John Major.
