District Manager of a building society in Manchester.
Elected to the Council in 1955 as a Conservative but in 1958 stood as an Independent because he felt that party politics was out of place in Local Government. When he was elected as an Independent he said that" politics could serve no useful purpose in Local Government".
Council representative on the Central Lancashire (Local Authorities) Joint Superannuation Committee.
He was installed as Chairman twice in two months, the first time after the death of Thomas Roocroft in March 1960.
He was Chairman of the Village Society and represented the Council on the Board of Governors of Blackrod Methodist School.
