Elected to Blackrod UDC 1949.
When appointed he was one of the youngest Chairmen in the history of Blackrod.
At that time the Council Chairman did not retain Chairmanship of any Committees. However, he was considered to have been such a successful Chairman of the Housing Committee, supervising a successful housing programme, that he was re-appointed Chairman of Housing.
