Master plumber, painter and decorator with own business, started by his father William Berry, a painter and grocer.
Sergeant in the Royal Engineers in the First World War, serving with the Inland Water Transport Section.
Represented South Ward from 1923.
On his election as Chairman he told fellow Councillors that they had "elected the smallest man in the room to fill the biggest chair."
(He was 5 foot 1¼ inches tall, according to his Army records.)

He played football and cricket for Daisy Hill and was Vice-President of both clubs.
Anglican - he worshipped at Daisy Hill Church, was a Churchwarden and Sunday School teacher.
In a series in the Horwich and Westhoughton Journal in 1934 entitled 'Council Cameos', James Berry is described as "a dapper man of marked competency as a local legislator and public spiritedness. He is popular with members of both parties."
