Worked at Robert Fletcher and Son Paper Mill, Stoneclough.
He was elected to the Council in 1947 and served for almost 20 years.
Chairman of Housing, Health and Highways Committees and served as a member of the Divisional Education Executive, Regional Sewerage Board and Farnworth and District Employment Committee.
Anglican. He was closely connected with St Saviour's Church all his life. He was married there, was a Churchwarden, Sidesman, member of the Parochial Church Council and one of the school foundation managers.
He was Chairman during the Council's centenary year.
Councillor Stevenson said "he always did a wonderful job especially when he served as a the centenary Chairman."
