Worked for Brooks Brothers, Heating Engineers and Plumbers - a family firm which was founded by his grandfather Jacob Brooks and carried on by his father, Edgar Brooks.
Represented South Ward from 1931.
Chairman of the Sanitary, Housing, Streets and General Purposes Committees.
He was the representative for the Council on Bolton and District Regional Town Planning Committee, served on the Regional Smoke Abatement Committee and was on the Area Elementary Education Committee.
Chairman of the Divisional Liberal Association and was a former Chairman of the Junior Liberal Association.
He was a member of the Social Circle Cricket Club and Kearsley Cricket Club and was captain of the second teams at both clubs. He also served as Chairman of Kearsley Cricket Club.
He was Chairman of the Kearsley Parks Bowling Committee and a member of the Farnworth Bowling League Executive.
