Manager of Robert Fletcher and Sons, Kearsley Paper Mill for 25 years until his death. He was a former Manager of the Gigg Paper Mill in Wells, Somerset and he also spent four and a half years in India where he erected mills at Poona and Travancore.
Son of William Lucas, a blacksmith.
Represented East Ward and was on the Council for 12 years.
As Chairman during First World War he was an active supporter of the War effort at home and abroad and was a member of the local Tribunal.
He was one of the most active members of the Kearsley Area Education Committee and a firm believer in the public control of schools. He was a manager of Prestolee Council School.
President of Stoneclough Conservative Club. The Farnworth Journal said that "he did not take a very active part in politics, being more frequently Chairman at social functions."
He was President of the Ringley Football and Cricket Clubs.
Angilican - he worshipped at St Saviour's Ringley where he was a Churchwarden and a teacher in the Sunday School.
He was an overseer and Chairman of the Streets Committee.
Two of his sons were in the Army: Frederick Lucas, who enlisted from India, was a Lieutenant with the searchlights in Mesopotamia and Ernest Lucas was a Staff Sergeant with the Army Ordnance Corps.
His two other sons were in the paper business, one with S D Warren & Co in the USA and the other at Fletcher's Manchester Department.
