Medical practitioner.
Son of Richard Pickering, a Headmaster of St John's School, Kearsley.
He initially taught at Farnworth Grammar School but qualified as a Medical Practitioner in 1898. His first surgery was at High Stile Street, but he later transferred it to 27 Bolton Road, Kearsley.
Represented West Ward for 18 years from 1901.
As Chairman at the outbreak of the First World War he opened the Kearsley district branch of the National Relief Fund which collected £821 6s. He was also a member of the various emergency committees.
His sister was also a member of Kearsley Council.
