First Chairman of Horwich Local Board.

Cotton spinner.

Worked as a spinner at a mill in Bolton where his father, James Greenhalgh, was at the time manager. His father later took over a mill at Turton and he succeeded his father as manager there in 1863.

He began a business as a cotton spinner at the Foxholes and Wilderswood Mill in Horwich. He was assisted by his son, Thomas Bancroft Greenhalgh, Chairman of Horwich Urban District Council 1896-97.

He was also brother of James Greenhalgh, Mayor of Bolton 1877-78.

Member of Horwich Local Board from its inception until his death in 1885.

He was Overseer in the Township and was also a Warden at the Parish Church and for several years represented Horwich on the Local Board of Guardians. He also took a leading role in establishing a tramp Ward in Bolton.
