Son of Thomas Fletcher Snr, Chairman of Little Lever Local Board 1872-1879.
Brother of Thomas Fletcher Jnr, Mayor of Bolton 1884-87.
One of the principal partners in Thomas Fletcher & Sons. He was manager of the collieries and eventually dealt exclusively with the above ground activities at the collieries.
Member of the Local Board from 1879. Represented East Ward on Little Lever UDC.
Chairman of the School Attendance Committee, Lancashire County Councillor 1889-92 for the district of Little Lever, Kearsley and Little Hulton.
Keen sportsman who was President (and generous benefactor) of Little Lever Cricket Club and Little Lever Football Club. He paid cricketers a guinea if they scored 50 runs.
Owned and bred greyhounds at Crows Nest Farm, Little Lever. In 1894 his greyhound gained a blue ribbon at the Waterloo Cup.
Lived at Lever House, Little Lever. He bought Wimmarleigh Hall, Scorton shortly before his sudden death in 1896.
Anglican - Churchwarden of St Matthew's Church, Little Lever, where he is buried.
