In 1934 he was elected as Councillor at Swinton and Pendlebury, serving there for 20 years.
He was one of the few people in the country to have been Mayor of two towns. In 1950 he was also Mayor of Swinton.
Constituency Labour Party agent from 1946. Former Labour agent for Rochdale.
Represented South East Ward on Farnworth Council from 1957. He retired in 1968 on medical advice.
Awarded MBE 1969.
In his inauguration speech he said "we still have far too many people living in dull, drab, congested and ugly towns and there are still far too many people living in houses without a bath and hot water and too many houses unfit to live in".
"In his youth he worked on LMS dining cars, conversed with prominent Statesmen and waited on four Royal brothers" - Councillor Jean Hardy.
