Represented North West Ward on Farnworth UDC 1950-72.

He was the eldest of a family of six children. His grandfather Enoch Bates was an Alderman on Bolton Council.

He was Financial Director at John Booth's Hulton Steel Works Bolton where he worked for over 50 years.

From 1975 to 1978 he was a member of Bolton Metropolitan Council.

Chairman of Farnworth Housing Committee.

He was the only Conservative Councillor on Farnworth UDC for many years.

He was due to stand for re-election in May 1960, prior to being Mayor, but the Labour Party did not oppose him and there was no election in his Ward - the only time this ever happened.

Member of Bolton Metropolitan Borough Council 1975-78.

Magistrate.

Awarded MBE for political and public services in Farnworth 13 June 1959.

He was an Officer in the Farnworth (1100) Squadron Air Training Corps.

President of the Plodder Lane Conservative Club and also served as Vice President of the Farnworth Amalgamation of Conservative Clubs and Chairman of the Farnworth Division Conservative Association.

Member of the Central Council of Conservative and Unionist Associations and a Member of the North Western Provisional Area Council.

Freemason and a member of the Knights Templar.

Anglican - he worshipped at St James's Church, New Bury.

His wife, Sheila, was Mayoress.
