Worked in the building industry before becoming a lecturer at Manchester College of Building.
Served on Bolton Council from 1980.
He said, "It was a great experience and a unique one being the Mayor of Bolton who welcomed in the new Millennium."
Highlights of his Mayoral year were the Millennium celebrations in the Town Hall Square, the Millennium entertainment show, Millennium tree planting ceremonies and hosting a visit to the Mayor's Parlour by Bolton Deaf Children's Society.
He retired in 2002 and was made an Honorary Alderman in the same year.
He died from a heart attack after attending a road accident to see if he could help.
Husband of Beryl Monaghan, Mayor of Blackrod 1998-99, 2000-2001, 2004-05 and his Mayoress.
