Son of John Russell, a gas meter inspector, he started work with William Gray & Son, but then worked for the Lancashire and Yorkshire Railway and later the Lancashire, Midland & Scottish Railway for 42 years, mostly as clerical staff at Trinity Street Station, Bolton.
He represented Darcy Lever-cum-Breightmet Ward.
He served 37 years on Council Committees including Transport, Parks and Education. Chairman of the Public Assistance Committee.
Presided over the celebrations for the Coronation of King George VI on 12 May 1937.
As Mayor he opened the Lido Cinema on Bradshawgate on 27 March 1937 and the Odeon Cinema on Ashburner Street on 21 August 1937.
Borough Magistrate 1940.
He was a Governor of Bolton Church Institute School, and a member of the Lancashire Mental Hospital Board.
Anglican - he was Churchwarden at St Stephen and All Martyrs Church, Lever Bridge, for 12 years.
His wife, Elizabeth, was Mayoress.
