Have your say on the review of personal budgets for direct social care payments.

The Community Care (Direct Payments) Act 1996, the Health and Social Care Act 2001 and the Care Act 2014 state that direct payments have to be made available to every adult and child eligible for social care services. In addition, support should be offered and provided in connection with these services. This support should include payroll, managed accounts and brokerage services to assist direct payment recipients to manage their payments and find the most suitable services for their individual needs.

Bolton Council are presently undertaking a review of the current personal budgets structure and would welcome your comments on how these services are delivered and what you would like from these services in the future. This review will seek to ensure equality and excellent service provision is available to local residents across the borough of Bolton.

We are now inviting service users, families and carers, voluntary groups, health and social care providers, care homes and staff to share their thoughts as part of the required consultation exercise.

Outcome

The Executive Cabinet Member minutes APPROVED -

(i) The option to establish a pseudo dynamic purchasing system on a 7-year term, with an option to extend for 3 years, and to conduct a procurement exercise and commission providers to carry out the Personal Budget Support Services in Bolton, on the basis now detailed;

(Ii) The delegation of authority to the Assistant Director - Social Care and Public Health Commissioning to CC4 negotiate and enter suitable contractual arrangements to formalise the proposals contained within the report now submitted; and (iii) The delegation of authority to the Borough Solicitor to carry out all necessary legal formalities in this regard.
