Private Hire Operator Licence Conditions - Disclosure and Barring Service (DBS) Checks
Bolton Council approved Stage 1 of the ‘Minimum Licensing Standards’ (MLS) in September 2021.
Stage 1 contained changes to the private hire operator licence conditions and now incorporates the recommendations outlined in the Department of Transport ‘Statutory Taxi & Private Hire Vehicle Standards’ issued in July 2020. A copy of these standards can be viewed here:

We emailed you a copy of the new private hire operator licence conditions on the 9th March 2022. This included the conditions in relation to Disclosure and Barring Service (DBS) Checks for private hire operators and their employees. I attach a copy of the new conditions and draw your attention to section 6 on pages 3 and 4.
Please ensure you read and familiarise yourself with the requirement of this section, at your next renewal you’ll be required to provide your recruitment policy and to confirm that:
- You have a register of all employees (paid or unpaid) with access to booking records.
- All those named on the operator licence, along with all employees, have obtained a basic Disclosure and Barring Service (DBS) certificate and registered with the DBS Update Service.
- Regular online Disclosure and Barring Service (DBS) Checks (six monthly as a minimum) will be carried out for all employees, and you must contact the Licensing Unit within 24 hours to notify us of any relevant offences outlined at condition 6.1.
Step-by step instructions on how to register for the DBS Update Service will be uploaded to the Bolton Council website shortly and we will forward the link once this becomes available.
